In the month leading up to a March 7, 2006 rally at City Hall, more than 1,100 Oakland residents signed the "Enough Is Enough!" petition.
The petition signers demanded that "the City of Oakland address the needs of our community and immediately confront the persistent shortage of available officers on the street." For the complete text of the petition, click here.
The list of signers is impressive, even more so the heartfelt comments they wrote.
A few persons who put themselves forward as neighborhood activists knew about the petition but did not sign it. Especially notable among these was the chair of the Community Policing Advisory Board at the time, Don Link, who actually attacked the whole movement. You can search for any name in the list below.
Here is the list of signers who have earned civic honor in the movement to restore public safety in Oakland and overcome the shortage of police. We have not reached our goal yet, but the people of Oakland, especially these 1,100, have put the issue on the agenda.

| Jef Inslee | | |
| Lisa Hazen | Residents are leaving Oakland due to the out-of-control crime. Please help us make our homes and neighborhoods safe. | |
| Edric Kwan | Nearly 1 month into the new year and already 10 homicides! We need to stop the violence immediately by having sufficient Police services and need long-term violence prevention plans / programs to keep the peace. | West and Apgar |

| Charles Pine | See http://www.orpn.org for more info on lack of public safety | |
| Robert Talbott | The city council definately needs to get its priorities straight. | |
| Svea O'Banion | I am sick and tired of fighting for police services and competing against my friends and other good neighborhood groups for the very sparse resources. The City of Oakland and our council is responsible for our safety, not the county not anyone else! We have seen first hand the impact OPD has when concentrating on an area. It changes the neighbors lives. till OPD is redeployed to another crisis and another one... | |

| Joni Fazo | | |
| Michael Schmiedt | | |
| Kevin F. Dwyer | People like myself are taking a chance by purchasing homes in inner-city Oakland. (I have just purchased a home near MacArthur BART, in a neighborhood that is known for drug dealing and other crime). You are trying to attract business to Oakland to increase the tax-base and image of Oakland. I wish you would consider the same for individuals who are likewise stepping forward to help revitaize Oakland. BUT THIS CANNOT HAPPEN WITHOUT DILIGENT ATTENTION PAID TO CRIME!! You need to get tough and stay tough, or you will lose us to the suburbs, or to cities without the crime stigma. | |

| Matt Bonanno | | |
| Seth Katz | We are absurdly understaffed. Let's get some internal affairs folks on the street today and add new officers tomorrow. In addition, we need to start training new dispatchers today so they can help in the long run. | |
| N. Reyes | | Rockridge |
| dennis metaxas | | rockridge area |

Homes are broken into, personal property is stolen or destroyed and vehicles are stolen and or vandlaized on a regular basis. This has got to stop. As a taxpayer, I need to know that the safety of my loved ones and my own personal safety is never compromised. It is extremely frustrating to learn of the continual abuse that is being inflilcted on us by the lawbreakers in our area. Please take control of our safety issues and take the power away from the lawbreakers.

| E OKeefe | In December, my partner was beaten up two doors from our house at 6 pm. Tuesday evening, my car was set on fire and destroyed. The police, city council, no one has responded. Today, my Realtor brought a for sale sign and placed it in my front yard. My heart is broken, but I fear for my life. I have lived in Oakland for years, and wanted to stay forever. I am leaving the state...and all of my dear dear friends and a great job. Something must be done. Others will follow. | |

| Roy Sutton | | |
| Richard Saunders | When the city council instituted a hiring freeze for Oakland Police Officers, they allowed attrition to decimate the force. Measure Y ransomed back the those missing officers in the form of a parcel tax, but the all too trusting citizens of Oakland were once again gulled by the politicians. Measure Y created a brand new kind of officer to help protect citizens, the "appropriated" officer. As long as the city "appropriates" funds to pay for new officers, whether or not they actually hire officers, they can collect taxes to pay for the social programs that Measure Y is really designed to fund. Concerned about crime in your neighborhood? Call 912, the kinder, gentler alternative to 911. A social worker will be immediately dispatched. Most problems can usually be dealt with within a generation or two. Be patient, the council know what's best for Oakland. | Hell (Oakland) |

Grass roots actions, Neighborhood Alert Groups, NCPC Groups - all are important. But the City Officials need to come up with something other than new taxes and more excuses. | Maxwell Park |
| Andy Friend | I am ashamed and embarressed by our City Leaders and their lack of touch with reality. Oakland residents are getting desperate. However, from the recent rash of robberies and other crimes in Oakland it is clear that we need to bolster our police force. // This problem has only gotten worse in the past couple of years and the citizens of Oakland have been paying for more officers, which we have not seen. There is no excuse for taking our tax dollars and not giving us what we have paid for. Who's running the show? | |
| Patty Moore | | |
| RMLTanaka | | Maxwell Park |
| Elisa Uribe | | Rockridge |

| Margurite Fuller | The gang and drug activity in my Fruitvalve neighborhood has exploded in the past few years. Last week, a neighbor reported to police that a young man was walking up and down the street with a rifle. They never found him. We've had home burglaries, auto break-ins, and assaults. Beat Health, arguably the most effective and most responsive unit in OPD was recently disbanded. Commercial areas don't have foot patrol. The Traffic Division has decreased substantially. Drag racing, running red lights, unlicensed drivers, unregistered autos, and loud auto boom boxes blanket city streets. July 4 and New Year's Eve are nightmares in the flatlands. We not only need many additional police officers, we need a serious and thoughtful new approach to addressing public safety in Oakland. | |

When threatened with the police, the standard answer from the perpetrator is, "Go ahead and call the f---ing police. They ain't gonna come anyway!" | Sarah Brown | I live on Fairfax, a few blocks from Maxwell Park and I am constantly frustrated by the flow of drugs and thugs on High Street, especially in front of M & W Liquors at Fairfax and High. Although our neighborhood calls in numerous deals to the drug hotline and arrests are periodically made, there always seem to be new dealers at this favorite East Oakland drug-buying market. A multitude of social ills spawn from the dealings on this corner; including, but not limited to: a general sense of malaise and social disorder, excessive garbage, reckless driving up and down High and Fairfax, loitering in front of, at and (most annoying) in the intersection of this corner, shootings, and I believe we could link the uptick in robberies and burglaries in our neighborhood to the clientele of this corner as well. Due to the latest trend of armed robberies in broad daylight, I have now curtailed my neighborhood walks. This is a serious problem and the immediate response should be more police officers, NOW! | Fairfax near Monticello |

| John Blunt | It is the right of taxpaying citizens of Oakland to expect reasonable safety. It is any municipality's primary duty. We have heard the same excuses from Oakland city officials for years, that there isn't sufficent recruits, and that there isn't financial resources, (even though we live in one of the most desirable places in the world, and pay taxes on the highest property values in the country). Our streets are a wreck, our schools a disaster, and our lives are threatened by crime and violence daily. Enough is enough. Citizens of Oakland demand leadership and accountability from elected officials, or we demand they step aside and yield to persons not afraid of truth. | |

| Anil Prasad | I am shocked at the lack of Police attention given the serious crime problems going on in Temescal. It will make me reconsider voting for ANYONE involved in the present Mayoral administration. | |
| Grace Loh | I am terribly disappointed at the state of things in Temescal and Rockridge. I feel you are letting our communities go downhill. The control is now in the hand of the criminals and we feel unsafe during regular daytime hours. It's a very sad state of affairs. I hope you do something quickly or we will be sure to vote you and anyone else related out of office at the earliest opportunity. | |

Solarz | The lack of available police officers to respond to serious crimes in our neighborhoods, or to simply be visible in our neighborhoods reflects on the total inadequacy of our mayor and supervisors to live up to thier mission to foster safe and healthy streets in Oakland. We don't have the police to protect our current population, how far behind will Oakland be in police staffing when we have another 50,000 residents? When police departments are understaffed crime runs rampant and police often over react out of frustration. Take some of the stress from them and they will be more apt to serve responsibly. Offer housing packages, benefits, etc. to attract good people. If athletes can be paid in the exorbitant fashion that they are why can't our public servants receive fair compensation.
| Nichele Ayers | A homeless woman was shot last week and survived without a police response. Enough is enough. | |

| Carolyn Vallerga | As a nurse at Highland Hospital I am witness daily to the death and destruction of life and limb here in Oakland. From automobile drivers out of control running stop signs/lights, drunk or just speeding on our streets to gang shootings the waste is profound of human potential. Secondly the millions of health care dollars wasted on injuries that could be prevented with an orderly society to out of control.. At this time that order can only be provided by the police. Schools and families have responsibilities for making orderly and considerate citizens but we cannot wait for that. More police now...even if you have to ask sherrifs and the CHP to come and help , it is worth the expense.. Champion St. at School St. needs you to act quickly as in right now. Thank you. | |

| Dawn Hawk, Community Board Member, Friends of Bella Vista Park | The criminal activities that occur in Oakland's parks are an indication of the poor health of the community. Bella Vista Park, in the Brooklyn-Eastlake neighborhood, was the site of crime, blight and mayhem for years. Even as the neighbors worked on a 6 year community-driven effort to renovate the City park, they acutely felt lack of police resources to monitor large gatherings and criminal activities that occurred regularly in the park: drug dealing, gambling, breaking into and burglarizing the adjacent elementary school and twice burning down the play structures in the park. Many neighbors feel that fighting the accelerating crime in the neighborhood has fallen to them, as there simply are not enough police to go around in the City. We are just one more Oakland community that needs more help - please staff police adequately. | Brooklyn-Eastlake, Oakland |
| Karen A. Marki | | |

| Ingrid M. | I would like to know what the city plans on doing to make residents of Oakland safe? What happend to the Measure Y money? So many crimes are ignored that criminals will play the odds and take a chance at not getting caught. We have to focus on the issue now. Lack of protection means businesses will not come here. I don't want to move out of Oakland. I dont want residents to be scared to come forward, but they will be, until they are assured of some protection. Small time criminals who get away with crimes turn into skilled big time criminals. Many community resources are needed, but basic protections can't be ignored. | E 38th st. |

Public leaders should feel shame when held accountable for the current descent into mayhem. Today we are forced to ask with raised and anguished voices about the current administration's priorities. We ask why the level of police has fallen to dangerously low levels when it is widely known that lack of planning and foresight in the past led to the highest murder rate in the country? Make our public safety the top priority now.

| Claudia Page | I live in Maxwell Park. We held a block meeting to discuss crime prevention a few nights ago. Our OPD liaison basically confirmed we are on our own -- the OPD is understaffed and unable to be responsive to the current crime volume. We also learned the crime rate is expected to RISE in the summer months. A frightening prospect given the current deficit. This needs to be a HUGE priority. | |

| Elena C. Loera | I have lived in Oakland for 51 years and i am fed up with the promises city officials make during the election year and go back and do not live up to their promises. I have experienced where certain areas get a faster response. The number of police officers is a shameful mark against the city. There is no doubt that our taxes are being paid, my question to the city officials is "Where are our taxes being spent ?" certainly not on street maint. And obviously not on the police force! | |

| Charles M. Weber, Jr. | The cause of the financial shortfall for city services in Oakland is redevelopment. Incremental property taxes received for more than 50\% of Oakland properties now goes to the Redeveloment Agency (the City Council) -- so the remainder of Oakland taxpayers must shoulder the increased financial burden for city services (police, fire, parks, libraries, street repairs and lighting, etc.) to the redevelopment areas. Thus, the City Council has chosen to pass regressive parcel taxes to pay for these services, while they are doling out redevelopment dollars by the millions to favored developers. RECALL is a good word. | |

| (anonymous) | I was mugged at 14th and Broadway and verbally threatened with racial slurs, a hate crime, and grave bodily injury in December 2005 by a group of three young men. When I got in my car to drive away they threw missiles, three unopened cans of soda, at my car. I reported the incident in person to O.P.D. and for whatever reason the crime was aparently logged as mere act of vandalism. | Oakland Resident |

| Wendy Appel | I love Oakland and want to keep my home here. However, the crime rate and increase in the crime is causing me to seriously consider moving. I was mugged in broad daylight about 1.5 years ago on a busy intersection downtown. Of course, nothing was recovered. It happened in a parking lot (outdoors) that charges $60 month about three blocks from work. Because I value my personal safety and experienced the lack of public help when I was being victimized, I chose to park across the street from work where my monthly fee is $205. To add insult to injury, the fee was $187, but there was an increase in taxes to cover more police--or so I thought. But crime has steadily increased. I am constantly having to monitor my surroundings. It affects the way I live my life. I want to use mass transit, but am afraid to do so. I don't like living in fear and have never felt this way in any other part of the Bay Area. I know that it's not just adding additional police on the streets. It takes a systems approach. | |

Get a new job?Someone is going to get badly hurt soon. I don't want that to happen. I also don't want citizens to carry guns--NO citizens. Do something before this gets any worse. It has gotten out of hand already. The politicians are satisfied with too little. Do something besides talk.

| Amy Manley | I am very distressed about recent crime in our neighborhood. There have been numerous home and car break-ins and several gunpoint robberies, including one right down the st. from us. I am also very distressed about the sluggishness with which police officers are being recruited and trained, despite the passage of Measure Y. I believe that Oakland's lack of attention to this problem is not only affecting our own city, but the surrounding cities as well. We pay a considerable amount of tax to the city and we deserve to feel safe in our neighborhoods. It is true that long term solutions must be found, but the problem is so serious, emergency measures need to be taken!!! Perhaps get some police officers from Alameda or another area that afford to spare a few. Overworked police officers cannot do a good job. I was shocked to hear that the police officers dedicated to our area are forced to work on their days off--ridiculous. The funds have been allocated. Get those officers hired! | Maxwell Park |

East Oakland, through the MacArthur Blvd.Merchant Assn. has demanded better police and code enforcement service since 1988 without positive results. This is not the Police Departments fault.
