Civic Honor to the "Enough Is Enough!" Signers

In the month leading up to a March 7, 2006 rally at City Hall, more than 1,100 Oakland residents signed the "Enough Is Enough!" petition.

The petition signers demanded that "the City of Oakland address the needs of our community and immediately confront the persistent shortage of available officers on the street." For the complete text of the petition, click here.

The list of signers is impressive, even more so the heartfelt comments they wrote.

A few persons who put themselves forward as neighborhood activists knew about the petition but did not sign it. Especially notable among these was the chair of the Community Policing Advisory Board at the time, Don Link, who actually attacked the whole movement. You can search for any name in the list below.

Note: Over 100 people also signed paper copies of the petition. If any such signer would like her name listed below, please contact us.

Here is the list of signers who have earned civic honor in the movement to restore public safety in Oakland and overcome the shortage of police. We have not reached our goal yet, but the people of Oakland, especially these 1,100, have put the issue on the agenda.

Measure Y ransomed back the those missing officers in the form of a parcel tax, but the all too trusting citizens of Oakland were once again gulled by the politicians. Measure Y created a brand new kind of officer to help protect citizens, the "appropriated" officer. As long as the city "appropriates" funds to pay for new officers, whether or not they actually hire officers, they can collect taxes to pay for the social programs that Measure Y is really designed to fund. Concerned about crime in your neighborhood? Call 912, the kinder, gentler alternative to 911. A social worker will be immediately dispatched. Last week, a neighbor reported to police that a young man was walking up and down the street with a rifle. They never found him. We've had home burglaries, auto break-ins, and assaults. Beat Health, arguably the most effective and most responsive unit in OPD was recently disbanded. Commercial areas don't have foot patrol. The Traffic Division has decreased substantially. Drag racing, running red lights, unlicensed drivers, unregistered autos, and loud auto boom boxes blanket city streets. July 4 and New Year's Eve are nightmares in the flatlands. We not only need many additional police officers, we need a serious and thoughtful new approach to addressing public safety in Oakland.

Although our neighborhood calls in numerous deals to the drug hotline and arrests are periodically made, there always seem to be new dealers at this favorite East Oakland drug-buying market. A multitude of social ills spawn from the dealings on this corner; including, but not limited to: a general sense of malaise and social disorder, excessive garbage, reckless driving up and down High and Fairfax, loitering in front of, at and (most annoying) in the intersection of this corner, shootings, and I believe we could link the uptick in robberies and burglaries in our neighborhood to the clientele of this corner as well. Due to the latest trend of armed robberies in broad daylight, I have now curtailed my neighborhood walks. Bella Vista Park, in the Brooklyn-Eastlake neighborhood, was the site of crime, blight and mayhem for years. Even as the neighbors worked on a 6 year community-driven effort to renovate the City park, they acutely felt lack of police resources to monitor large gatherings and criminal activities that occurred regularly in the park: drug dealing, gambling, breaking into and burglarizing the adjacent elementary school and twice burning down the play structures in the park. Many neighbors feel that fighting the accelerating crime in the neighborhood has fallen to them, as there simply are not enough police to go around in the City. Our OPD liaison basically confirmed we are on our own -- the OPD is understaffed and unable to be responsive to the current crime volume. We also learned the crime rate is expected to RISE in the summer months. A frightening prospect given the current deficit. This needs to be a HUGE priority.

Incremental property taxes received for more than 50\% of Oakland properties now goes to the Redeveloment Agency (the City Council) -- so the remainder of Oakland taxpayers must shoulder the increased financial burden for city services (police, fire, parks, libraries, street repairs and lighting, etc.) to the redevelopment areas. Thus, the City Council has chosen to pass regressive parcel taxes to pay for these services, while they are doling out redevelopment dollars by the millions to favored developers. RECALL is a good word.

Wendy AppelI love Oakland and want to keep my home here. However, the crime rate and increase in the crime is causing me to seriously consider moving. I was mugged in broad daylight about 1.5 years ago on a busy intersection downtown. Of course, nothing was recovered. It happened in a parking lot (outdoors) that charges $60 month about three blocks from work. Because I value my personal safety and experienced the lack of public help when I was being victimized, I chose to park across the street from work where my monthly fee is $205. To add insult to injury, the fee was $187, but there was an increase in taxes to cover more police--or so I thought. But crime has steadily increased. I am constantly having to monitor my surroundings. It affects the way I live my life. I want to use mass transit, but am afraid to do so. I don't like living in fear and have never felt this way in any other part of the Bay Area. I know that it's not just adding additional police on the streets. It takes a systems approach.

I am also very distressed about the sluggishness with which police officers are being recruited and trained, despite the passage of Measure Y. I believe that Oakland's lack of attention to this problem is not only affecting our own city, but the surrounding cities as well. We pay a considerable amount of tax to the city and we deserve to feel safe in our neighborhoods. It is true that long term solutions must be found, but the problem is so serious, emergency measures need to be taken!!! Perhaps get some police officers from Alameda or another area that afford to spare a few. Overworked police officers cannot do a good job.
