City Inflated Port Votes for Tax Hike

The City assessed the Port, which paid. The billing letter shown below is about the LLAD, with no mention of voluntary "in lieu of" payment. But when it came time to give the Port votes, the City calculated the proposed increase, and hence the weight of its vote, as though the Port payment had been zero.
