City Council's Infamous Police Hiring Freeze

On June 19, 2003, the city council adopted a budget for the next two fiscal years that froze police hiring. As the budget document itself says:

The council vote was unanimous:

Danny Wan

The freeze continued until the council extorted Measure Y taxes from voters. The City then increased the authorized number of police on paper but did nothing to increase recruiting for more than a year.
